It might be easier than you think. Popup the "Windows Task
Manager" (press either Ctrl+Shift+Esc or Ctrl+Alt+Del | Start Task
Manager). Select "explorer.exe" on the "Processes" tab, right click
it and choose "End Process". Confirm. Now start the application(s)
you want to be able to register the hotkeys. Do this by choosinig
"New Task... (Run)" from the "File"-menu in "Windows Task Manager.".
The "Create New Task"-dialog should appear. Via the button "Browse"
you can browse for your application. To restart Windows Explorer,
simply type "explorer" in the "Open" field of the "Create New Task"-
dialog and click "OK".
In addition to this; you might want to browse for "explorer.exe",
which is located in "Windows"-directory. Right click it in the
"Browse"-dialog and choose "Run as administrator". Now the shell has
"administrator privilidges", so you won't be alarmed all the time when
an administrative task is about to be performed.
This last procedure is basically one of the first things I do whenever
Vista is booted.

Oh that isn't easy I don't think without a replacement shell.
Although there is always Aston Shell. Back in the Windows 3.1 and
Windows 9x days, I used to use Command.com as the shell. Just to
throw people off guard. And to add, yes DOS can multi-task. LOL

Ensure that the shell (explorer.exe) is not running before the
application registers the hotkeys.
Part of the new features inVistais to use win+# to lunch an app in
the quicklaunch. However, thesehotkeysseem to be hardcoded(!!!!!),
and even if you turn off the quicklaunch, or even delete the
folder itself,Vista_still_ blocks for other programs to use win+#
as hotkeys!!
Has anyone found any way of disabling this "feature" so the win+#
can be used for other things than the quicklaunch?
Someone else me if I knew how todisabletheQuickLaunchhotkeystoo. I
don't know. Does anybody?
