What exactly is this application, it was preinstalled on my system to
C:\Program Files\Virtual CD v4 SDK\System and has two files running
permanently in the background: vcsplay.exe which is the player and starts at
boot from registry key HK_LM:run; and vcssecs.exe which is a security
service and runs auto as a service. Googling these both I just get that it's
a CD drive emulator associated with H+H Software GmbH but do I need both of
these running in background or can I disable and set to manual start. XP

It probably has the files you need for repairing or recovering the system. VCD's usually load a *.IMG file that is a copy of the XP
setup CD.
