Video CD menu

Is there any program that can create a menu for various video formats on a
CD that can be played on a DVD player?
The ones that I have tried seem to only handle one video type. eg AVI only,
MPG only etc.
I have AVI, MPG, WMV and VOB files.
My DVD player can play AVI, MPG and VOB.
I would like something a bit more sophisticated than browsing the directory
and selecting a file to play.
I would prefer thumbnails if available.

I use Nero. I just select VCD and it creates a video cd that just plays on
my dvd player (TV and PC) . On my TV I just insert the cd and it plays, on
my pc I insert it and my dvd software just plays it.
Nero will convert either MPEG's or AVI's. AVI's take an hour or so and
MPEG's a few minutes, but they both get converted. For a slightly better
result on an AVI, then convert it to MPEG using Tempnc first, then Nero.
