Video Card Problem

I recently bought a ATi Radeon 9600XT 128MB to replace my
nvidia 5200 128MB. I uninstalled the nvidia drivers,
installed the card, installed the Catalyst 3.08 Drivers
that came with the video card. I got some minor problems
playing halo, so I Installed the new 3.10 Drivers and
reboted I got this error that said no ATi drivers were
found or they wern't working right, I did a clean install
of XP and after that downloaded all the updates except for
the service pack 1 (I have a 56K Modem) and Installed the
3.08 drivers. Few days later I found out that when I left
my computer on for more than a hour the monitor light would
change from green to orange and when I removed the side
panel of my compter I found out that the video card fan was
not spining but the CPU fan was and I think I could hear
the hard drive powering down and the CD Rom drives were
blinking.
