VBA help in Access2003 should have it's index back! PLEASE!

I gather from the NGs that MS is only going to reinsert the "Index" for the
VBA Help file in the NEXT release/version of access. With all the updates and
SP1 & now SP2, why can't this issue be resolved with an update to the VBA
help file?
An index of the VBA help file, in fact all Help files, has always been
there. Why was it removed in office 2003. And why should I have to buy the
next version just for this. How does a decison like removing the Index from a
help file get made in the first place, and then how does it get approved &
implemented? This seems rather ludicrous to me.

The Index went away when help was changed to "online primary", as it would
have to reindex a great many items every time. Unless they change the focus
from "online primary" to "local primary" and they have not published
information that there is any plan to do that.
