v.2003 - Scale problem in 2 X-Axis Chart

nI have 5 lines of data represented on a side-by-side bar chart plus a dummy
line of zero data between 2 & 3 to separate the data between primary &
secondary axes. Works visually - except one of the 3 secondary data sets,
while grouped as 3 with the other 2 secondary colums (looks right) however,
it visually is scaled to the wrong (primary) axis.

Q. How do I get the rogue data to conform to the secondary axis scale ?
