uuuhh...Admin account has been changed

Problem 1: My account was changed from the Admin
account to a limited user. The person who did this
thought that they made their account the admin. When I
try to log in as them it says "loading personal
settings" then quickly goes to "saving personal
settings" and then a solid blue screen then back to
Welcome Screen. It never logs the account in,
therefore never giving me the opportunity to change the
accounts back. I thought I would do a system restore
but can not seem to do this from a limited account.
These are the only two accounts. Any suggestions?

The account that starts to log in and then logs off has
an error in a startup script or its profile.

The built-in Administrators account cannot be disabled
from local login and will always be an administrator.
It can however be renamed.
Try using this account (assuming you know its password)
In Home, try a safe mode boot and lacking more specific
knowledge of a password try a blank one.
