Using XP Home to allow users to have different start up programs

Alrighty, Here's my problem. I use my computer for many different tasks, one
of them being digital audio recording/mixing. Normally when I start up my
computer I have around 45 programs running which really limits what my DAW
can do. I set up a seperate user and using ms-config I disabled almost every
program to where I only had 12 programs running. All was fine until I logged
in on my original user name. It only had 12 programs running as well - that's
my problem.

Is there a way to make windows or msconfig run independently on each log-in
so that I can set them to run different program sets?

The System Configuration Utility operates at the system level, so it affects
all users equally.

As I explained, startup happens at the system level.

The only programs whose startup can be customized for different users are
those which can only be started by placing a shortcut to the program in the
user's Startup folder.
