Using XP firewall

I've read how to utilize the XP firewall. When I double
click on the icon for my dial up connection (Walmart) it
always shows as disconnected, even when I am online. If
I click to make the connection (using control panel,
network connections...) the status doesn't change and if
I click to change setting for this connection I get no
response. Why am I not seeing the true status of the
connection?

I'm unable to right click to change the properties and
set the usage of the firewall. I'm assuming I need the
status to be "connected" to do this.

You should still be able to configure the firewall if the connection is
disconnected. How did you create the Walmart connection?
