Using the 2003 Group Policy tool

Can I import a new Default Domain Policy using the Group
Policy Admin tool that comes with 2003? Or, can I import a
new policy that I created using the MMC snap-in for group
policies? I created a template and I want to import this
to my production domain. What is the best way without
changing the settings on the fly?

Using GPMC, you can export and import these policies.
In your case, you can definitely get yourself set up in the test domain,
then import to the production. You'll want to be familiar with Migration
tables to ease the process.
