Using Tables in a Form

I am currently working on creating a form in Word and am having a problem. I
have used tables as a way to provide an outline for where our applicants will
be filling in information. The majority of the questions are narrative, so as
the applicant fills in the cell box with their response, I want the cell to
expand if they run out of room. However, I DON'T want the cell to to expand
until they have reached the bottom. Currently as I have it, the cell expands
everytime there is a new line of text, so the blank space is maintained at
the bottom. I want the cell filled and then expand only when the text line
reaches the bottom. Is there a way to do this?

By default table rows are set to Automatic height, which will accomplish
what you describe. If you want the appearance of some minimum height to
start with, use "At least." There should not be any "blank space" at the
bottom unless you've inserted empty paragraphs to create it.
