Using Rules, How can I Highlight or change text color of incoming

I thought I used to be able to highlight incoming messages in differant
colors based on rules. This was musch more visible than colered exclamation
points when trying to delineate customer accounts. Is this ability still
available? I have been unable to figure out how to configure rules to apply
text color or highlights.

yes, it's called autoformatting and is actually a View, not a Rule. The
easiest way to do it is via the Organize option (Tools menu) or by
customizing views.
 
You can try using Conditional Formating. Go to the Tools menu > Organize >
Using colors tab
 
the organize option works for changing the colour of the incoming text, but
how do you highlight outgoing mail which commands more attention than
changing the text colour
