Using <PgDn> changes active cell.

According to my book, if I make C11 the active cell by selecting it, then hit
<PgDn> to navigate the worksheet, C11 should still remain the active cell.
However, that isn't the case. When I press <PgDn> my active cell reference
changes to C40, then C69, etc. Could you please explain what I'm doing
incorrectly?

If SCROLL LOCK is engaged
.....Pressing PAGEDOWN changes the viewed area of the sheet without changing
the active cell.

If SCROLL LOCK is NOT engaged
.....Pressing PAGEDOWN changes the active cell
