Using a template throughout

Im a complete noobie to MS Powerpoint. I've created a template with
animation, and saved it as at .pot file. When I create a new document,
and select my new .pot as the template, my template appears as the
first slide, but upon creating new slides, it just creates blank ones.

Also the template appears editable, is their a way to lock this as an
actually template?

You want to go to the View menu and choose Master and Slide Master. If you
make changes there and save that as a template, your changes should appear
on every slide in a new presentation.

Make your changes on the slide and title masters (View|Master|Slide Master),
then save the POT.

Make sure you have both a slide master and a title master. To add a title
master, go to Master View (View|Master|Title Master) and then to Insert|New
Title Master.
