Users not able to start the Local Area Connection

As the administrator, I can enable and disable the Local Arae Connection,
however user accounts who are not added to the administrators security group
cannot.

I do not want the other users to be added to the administrators security
group, but have the power to at least enable and disable the Local Area
Connection.

I would also like to allow certain users to install programs, but again, I
don't want them to be added to the administrators security group.

Please help or direct me to a location where I can make the changes
required. Thank you!

Add them to the Network Configuration Operators group. See
http://support.microsoft.com/?kbid=297938

For installing software, you can try adding them to the Power Users group.
This may or may not work depending on what the specific piece of software
requires in order to install. It's also not much more secure than adding
them to the Administrators group. Installing software usually requires
writing to restricted areas of the file system and registry, which really is
an administrative task.
