Users freezing in applications

We have several users in the TS environment that
experience freeze-ups while in various software programs.
Sometimes in Outlook, sometimes in Excel, sometimes in
accounting software. They access a file and everything
freezes; can't exit programs; and they have a patchwork of
windows layered on their screen. I have to knock them off
the system at the server.
Checked cables, changed switch locations, changed patch
cables...nothing works.
Any ideas?
