User serial port access

I just installed a new PCI Serial card in one of my systems. When I'm logged
in as the administrator, I can see and use the ports just fine. However,
when I'm logged in as an ordinary user, the ports are not working and don't
appear in the device manager. (The PCI card DOES appear, but the ports
don't.)

This computer is part of a domain. I tried adding the domain user to the
local power users group on that machine, but it didn't make a difference.

Any suggestions?

Try elevate the user to admin log on and see, then log off and reduce
user back and see if they remain.
