I have just recently lost my system file on my computer and lost everything.
So now that my computer is reformated I want to make it so that the other
user account (my roomate) cannot change any settings. I have created an
account for her. In her account I only want her to be able to look on the
internet and use word applications. I don't want her to be able to download
anything, or change any control panel settings. Is there anyway I can block
the usage from her account?

You need to make sure that account is limited. That'll make changing any
important settings difficult. Still won't be as restrictive as you want
though.
For that, take a look at the "Lock Down Clock" thread. Not sure you'll be
able to do what you want to do, but it'll tell you how to fine-tune
permissions.

Be aware though that all of this can be circumvented if your roommate really
wants to (check out the SAM database thread).
