User profile corrupt

I have tried many fixes for this problem, but still not managed to remedy it.

When I log on to try and create a new user account via Control Panel - User
Account, there is no menu bar and there are no user accounts shown in the
window. It will not allow me to copy the files, to another folder.

I have also tried system restore but this just states that I need to restart
to activate this and then I am back in the loop again.

Any help appreciated.

You can't copy the files to another folder that way and you can't copy a
profile that is in use. You have to create the new account, log into the new
account to actually create it, then log in with another account with admin
rights then copy the profile using that method but only to another profile
folder. Or you can manually copy the contents of that corrupt profile folder
to another profile by going to the folder itself. You want to copy
everything in the folder except the NTUSER files.

If the profile is corrup, create a new one and migrate to it. Note that
you cannot copy files to a profile until you've logged into that profile -
the new folder structure isn't created until the initial login.

If none of this works, consider a clean install. If backups are an issue,
get a new drive, remove the original and consider it the backup.
