user permissions

Is there a way or how do I place restrictions/set/change persmissions to
disallow a user account from changing things screen saver setting and "resume
welcome screen" setting? Controlling children logons and what they can
change when logged on is important. I am using Windows XP Professional SP2.

You can spend a lot of time trying to restrict what
your children can do and you will soon find that
they will discover new ways of getting around your
restrictions. Much better to do this:
- Assign a good password to your own account.
- Create an account for your children. Make sure
it's a user account, not an admin account.
- Let them play.
- When they ruin their account, blow away their
profile folder so that a new one gets created.

Now sooner or later they will find a way around
this one too, at which time you should enrol them
in a computer course!
