user permissions being overwritten

I have a program that sends and receives emails for a user working with
exchange. In AD i select the properties for the user, go to security tab and
assign another user with send as rights for that person. they have a problem
with the program later on, I go back and see that the person i gave send as
rights is not in the security tab for that user and i need to keep recreating
it. what would make that disappear?

I have the same issue except its a different rights setting. I make the
change come back 30min later and the setting is gone. I have no replication
or directory service errors in the event logs on the servers.
