User permissions - admin and limited is thats it?

Using XP Pro on our office computers we created additional user accounts as
limited rather than administrator because we
don't want them to change network settings, run exe's etc.

We have found a problem however that using some softwares the users are
unable to save files etc and are having problems.

The above seems like a terrible answer to the problem. We can't give our
office staff admin access on a permanent basis.

Is there anything else we can do?. Can you not edit a users permission down
even further than just limited and admin?

Presumably these users are using applications where the default
"file-save" location is NOT their own "My Documents". Just change the
permissions for that location so that the users have read-write
permissions on that location....otherwise can you be more specific as to
what the actual problem is?

No they are not saving to their own "My Documents" folder all the time.

for example we have one pc setup wth a scanner. the user has to scan using
the scanners own software and save the files out to different folders each
time.

The setup we are trying to achieve - We simply want to prevent the users
from installing software or changing network settings etc. We dont want to
stop them
saving files or from running the softwares already installed which we have
approved/installed as administrators for them.

The easiest answer then, is to have these folders created as subfolders
of a folder (if that makes sense!) and give these users recursive
read/write permissions on the top folder...that way you can keep them as
limited users....
