User (Non-Admin) gets blank screen on login

Every user other than administrator gets a blue screen with
with only access to Task Manager. I tried to run explorer
from Task Manager but access is denied. I have tried every
combination of file permission I can think of but still no
GUI.

Would applying a new security template help? All I'm
trying to do is add a standard user other than
administrator to a standalone computer. User logon in safe
mode gets same result. MS Knowledgebase is no help.

Windows 2000 Pro is installed on a fat32 drive.

Has anyone come up with a solution for this? I am supporting a
customer who is using win2K server and whenever they create a new user
they get a blank screen....

Scratching my head on this..

Permissions must be given to the %systemroot% folder and sub folders.
The same permissions must be given to "Everyone" group.
