User Creation Question

I have created a custom MMC that allows members of a specific network group
to create/modify/delete user objects. I delegated the rights through the use
of the "Common Tasks" to a specific OU. This is working. The members of the
network group are able to create new users.

The problem/question is when they create the user object they are not given
the option to create an exchange mailbox for the new account. When I create a
new user as a "Domain Admin" I am given the option to create a mailbox. I
believe that this is the 3rd screen when creating the new account (1st -
account name, 2nd - password, 3rd - add mailbox, and 4th - Finish). When
creating a user with my MMC I get screens 1,2 and 4. Any thoughts? Thanks in
advance for the help.

Have you tried creating the custom mmc based on the ADUC snap-in that is shipped
with Exchange? I'm not positive it would work but it is worth a shot.
I tried something similar to what you have done except I wanted a subset of users
to be able to manage Contact objects in a custom OU and to have the users
confined to only that OU subtree. The problem was the Adv. Features/Find/Filter
options always showed up on the right click popup menu and by clicking on any of
those 3 the user could jump out of the subtree I put them in and see the whole
directory again. If you have any ideas on how to prvent those items from showing
up let me know (I don't even select them as possible options when I run through
the custom tasks wizard).

They need to have the Exchange Managment snap-ins installed. There may be
another way of doing it, but the only way I know how to is by installing the
Exchange Administrator Tools on their computers.

As already stated, you would need to do a custom install of Exchange on the
machine from which you are using the MMC. And it would be a really good
idea to install the Exchange Service Pack on that machine as well. There
are some files that are needed in order for the Exchange-related 'things' to
be available.

Same thing if you try to create a user account object from a workstation
that has only the Adminpak installed or on a DC that does not have the
'Exchange stuff' installed. Once you do the custom Exchange install ( and
do not forget the Exchange Service Pack ) it will be available.
