user accounts

Ive created a new user account, but when trying to log in
a message appears, 'Windows cannot log you on because
your profile cannot be loaded. Check that you are
connected to the network, or that your network is
functioning correctly. If this problem persists, contact
your network administrator.'

Can u help me??
also my 2nd user account is slow and not all file are
there.

To create a new user account, you must be online using your primary
account's user-name. On your home page, go to the top left of the screen
where it says , file. In one of those options up there, look for
accounts, user accounts or something to that effect, and click on it.
It will take you to a page asking you, would you like to create a new
user account. Follow the prompts.
If your trying to open a new user by going to the control panel, that
only opens a new user on your computer. Your can't create e-mail
addresses or go on line thru the control panel. Do both.
