User Accounts Link Does not Work

Just updated XP home to SP2. Logged in as a user with admin rights. When I
click on the "User Accounts" icon in the Control Panel, absolutely nothing
happens.

Same response if I do it in Safe Mode.

Is there a registry value/key turned off somewhere that would prevent me
from using that tool?

A temporary workaround would be to access Control Panel->Administrative
Tools->Computer Management. From here you can manage users just the same
way.

Thanks - but when I go there, I cannot see where I would manage the users.
There is no link for it.
