User Accounts application appears as HTML

I recently installed a copy of Windows XP (with SP2 included) on a new
computer, and, while everything else works smoothly, I have been having
one very odd problem that I cannot find a fix for. Whenever I access
the User Accounts through the control panel, or by clicking the icon
next to my name in the start menu, the User Accounts dialog pops up,
but instead of the normal menu options and whatnot, I see simply a page
of HTML code (presumably the html & javascript used to display the
dialog contents). I assume, therefore, that the HTML is not being
parsed and displayed properly.

I imagine that I am either missing, or using a corrupted, activex or
library file that displays the HTML, but really at this point I have no
idea. I have also noticed this problem in one other dialog (ICQ), but
haven't seen it in any others.

Any ideas?

Click Start, Run and type:

regsvr32 /i mshtml.dll
regsvr32 /i shdocvw.dll

Press Enter after typing each commmand.

If that does not help, download and apply the association fix for HTA Files
from the following site:
http://www.dougknox.com/xp/file_assoc.htm

The commands didn't work, but the registry association file worked like
a charm.
