User Account Desktop

I wonder why Microsoft did not make it easy to create desktops for User
Accounts in Windows XP?

I am still trying to find a way to get programs installed on a pc to appear
on the Start / All Programs menu so that I can put them on the desktop.

When I last asked someone suggested the programs has to be installed in the
Allusers/Shared Documents folders but I don't know how to do this as most
software installs itself.

Any help will be gratefully received.
