If I understand your question, the answer is no.

I presume you are asking about System Commander. That program functions
by copying alternate boot information from a backup into the MBR. I
don't know any way that could be done by remote.

sc is a command line program used for comminicating with the nt service
controller and services..

it comes with windows 2000 addtional software

can i use it without being an admin?
