Use old licenses to install Windows XP (version upgrade)

Hello, everybody!

First, sorry, my english is not perfect :)

A non profit organization has asked me to assist them to their "legalise"
twenty computer Windows XP. Currently, there are all not legal right now and
use pirated version of Windows. We want to change that.

So, through the program "Giving Program software Voilà!" For nonprofit
organizations, I have the opportunity to buy licenses to upgrade Windows XP
sp2.

(See: http://www.techsoup.org/stock/canada/ms_ican_program_fr.asp)

The organization has about 20 licenses old Windows 98 and Windows 2000. I'm
looking for a way to install the upgrade of Windows XP without having to
reinstall the old Windows 98 or 2000 at first.

Any procedures upgrade that I found, request that the old Windows (98 or
2000) is installed on the computer to be able to use the upgrade version of
Windows XP sp2.

Are there a way to do to recover old licenses without installing the
operating system and corresponding OS and be able to use the upgrade provided
by the Community programme of Microsoft?

Thank you very much. I hope someone will help us.

This is incorrect. You do not need to have the old operating system
installed first; you can install an Upgrade version of XP onto a bare hard
drive. Boot with the XP install CD and delete all old partitions. Create
one new one and format it NTFS. Then start the XP install and it will ask
you to provide qualifying media. You will take out the XP install CD and
put in one of your Win2k/Win98 install disks. They must be real install
disks, not OEM "recovery disks". Then the XP installation routine will do
some checking and when ready will tell you to replace your qualifying media
CD with the XP install CD again. And off you will go.

Your English is great--certainly much better than my French. No need
to apologize.

No, that's not correct. The requirement to use an upgrade version is
to *own* a previous qualifying version's installation CD, not to have
it installed. When setup doesn't find a previous qualifying version
installed, it will prompt you to insert its CD as proof of ownership.
Just insert the previous version's CD, and follow the prompts.
Everything proceeds quite normally and quite legitimately.
