Use drop down boxes for scope of work options in a proposal?

I need to create drop down boxes or the equivalent to allow users to
highlight options included in our scope of work in a proposal.
Can this be done effectively in Word?

Depends on what you mean by "effectively". Word docs can hold two kinds
of dropdown lists. One requires protecting the document, or at least
one section of it, as a form. Forms protection precludes some commands
(such as working with graphics and in headers/Footers).

The other kind has to be populated each time the document is opened,
using a macro.

From the little I can glean from your question, InfoPath might be a
better tool for this project.
