USB Sticks: non-Administrator access

Hi

We currently have the network set up with user groups, Administrator
and Users, whereby Administrators have full access, and users have
limited control (i.e. they can use software, but not install it, tweak
any settings on their machines etc.) This was set up by the previous
administrator, and he no longer works here.

At the moment, the only way in which a user can use a USB stick, is to
log on as administrator; if you log on as a user, XP Pro acknowledges
the extra drive, but it doesn't appear in My Computer, so they can't
access it. Is there a way of editing specific settings for a user,
either on their machine, or at the server? We run Windows Server 2003
Standard Edition, can permissions be modified in Active Directory?

Any advice appreciated.

Does the limited users have network or subst drives on 'low'
drive letters?
Then XP assings a network drive's letter to the stick too, so
it's hidden and not accessible.

If this is the reason then change the network drive letters
to 'high' letters. If this is no option then my 'USB drive letter
manager' helps. It detects the conflict and solves it by assingning
a drive letter that is really availlable.
