USB external hard drive not working

I have an ME-320 external enclosure with a Maxtor hard
drive in it. I am running XP with SP1 applied along with
KB822603 also applied. The USB controller is 1.1 while
the ext. enclosure is USB 2.0. XP seems to recognize the
hard drive and there are no errors in device manager, but
there is never a drive letter associated with the ext.
drive so I can not access it. This same set up worked
fine under Windows 2000. Is this a bug with XP? If so,
how do I report it to MS?
Thanks!

If i understanad you correctly; go into Control Panel, Disc management and
activate this USB 2.0 there. You can then let WIndows assign a Drive letter
or pick the one you want...It also sounds like you do not have USB2.0
support; either with an add-in card or on your mobo(?) SP1 installed is
correct and important for support of USB 2.0 is only supported with this in
place. If you have a PCI card (USB2.0) and an "enhanced" USB device listed
in your System Hardware device manager under USB, this should do it.. All
those things must be present, you can't expect to get USB 2.0 speed with a
USB1.0 device, meaning the USB ports themselves..
So much has been written on this forum about USB2.0 support and no one
seems to read it, or else, they get it to work and then do not report back
their success (or failure)..
There is no 'bug' in XP that causes this USB problem; it is simply
having 'all the ducks in a row' and it will work, i have one myself....
