USB Drives not showing up in my computer but USB devices work fine

I am running XP Pro
P4 2.6 1.0 G. Ram

I recently tried to install a program and cable that allowed my phone to
connect to the computer. It required me to install a driver for the cable
that was not supported by windows (the warning screen came up). According to
the cable's instructions, I was to click 'install anyway.' Once the computer
rebooted, it locked up. The only way to get it to boot was to disable all
services under msconfig. I reinstalled XP pro as an upgrade so I didn't loose
any data. Ever since then, my USB jump drive/ipod does not show up. The
computer makes the standard noise when they are plugged and unplugged, but
thats about it. Under the device manager, there are not conflicts and
everything appears to be functioning correctly. All services are either set
to manual or automatic.
