Use the Device Manager to scan for new hardware.
Follow these steps:

1. Click Start, and then click Run.
2. Type: Devmgmt.msc in the Open box, and then click OK.
3. On the Action menu, click Scan for hardware changes.
(This causes Windows to recognize new devices)
4. Close Device Manager and Control Panel.

Also, make sure Service Pack 2 for Windows XP is installed.

Did you download and install the iPod software?

I had the same problem with an older memorex mp3 player. The trick is
all in the order which you connect things to the usb port. For instance
when I first connected the mp3 player to my computer it gave the
infamous "usb device not recognized".

Well I thought about it then tried again, the problem was the order in
which I connected stuff, the first time around I connected the mp3
player first THEN connected it to the USB port, this didn't work. The
second time around I connected the USB port first THEN the player (make
sure the player is on), this time it worked, so you might want to
experiment with the order of connection.

If it still doesn't work, you might need to get a PCI USB adapter card,
USB connectors built into the motherboard are not that reliable.

Hopefully this helps
