Urge download failure in Windows Media Player 11

I have a Music by the Track Account with Urge on Windows M P 11.0.5721.5145
Internet Explorer 7 (DSL), XP Professional. 75% of track purchases don't
download in a playable manner, but I get charged for them. The "Check for
Incomplete Purchase" system doesn't detect this - it lists only tracks
successfully downloaded. The "Library Restore" system replaces tracks by
sending the same image and title but no music content, provided by the
original download. Customer service can't solve this. When attempting to
play a track I get a box pop up - "Windows can not find this file..."
Anybody have similar problems? Microsoft seems to be pushing this as their
partner service in their media business efforts - but it doesn't work. It
might be a Norton Security issue but Napster works fine for me - no problems.
