Upgrade from IE 5.0 to IE 6.0

When running the install program ie6setup.exe I get the following error:

"A previous installation has pending work requiring a reboot. You need to
restart your computer to complete that installation before Internet Explorer
Setup. Setup will now close."

I have rebooted several times. Have reinstalled other software that requires
reboot but I still get the error when trying to Install IE6.0
