updating platform builder to Compact Framework SP2

In reference to the Microsoft update of the .NET Compact Framework 1.0 SP2
update.

Dose running NETCFSetup on my desktop machine update platform builder to
produce SP2 compliant kernels?

No, there supposed to be a separate QFE, or you could also download a
developer redistributable (the one without NETCFSetup) and update all files
manually
