i wonder why MS takes this out of sequence with all the other security
updates that occur on the 2nd tuesday of the month.

I would expect that they were not security updates.

Security updates will be clearly labelled with a title including the word
security. There are critical updates that don't relate to security, as well
as other less than critical updates that might be released from time to
time.

What you DO want to look out for is a security update issued outside of the
second tuesday release.
