Update Windows 98 with 2000?

I have an old Windows 98 box that can't be upgraded to XP. Can Windows 2000
be installed on top of 98 as an update to preserve settings and
applications?

It can but you're likely to end up with an inferior installation.
Some of these upgrades work well, many have exotic
problems (I've dealt with a few of those!) and some never
work.

Doing a new Win2000 installation will cost you more time
right now but will save you plenty of time in the long run.
