Unwanted Paragraph Mark In Template Header

I have a template in Word 2003 that Has two sections one for a tabled of
contents and the other for an outline. Both are set up as different first
page sections because I don't want any headers and footers on the first
page.

Problem, the table of contents section is fine because it does not even show
a paragraph mark in the first page header. However the second section first
page header shows a paragraph mark which is a problem because I want to
redefine my Header style to have a bottom border to separate it nicely from
my document contents. Now, because of the empty paragraph mark on the first
page header I see a border running across the top of the first page.

How do I get rid of this? I have tried cutting and deleting and nothing
works. Your help would greatly be appreciated.

This is a bug that was introduced in Word 2002 (and should have been fixed
in Word 2003 but obviously wasn't). There is no workaround that will get rid
of the empty paragraph. The only solution is to remove the border from the
header paragraph in the affected header (or change the style from Header to,
say, Normal).

I decided to do some direct formatting on my header and footer styles with
borders and there's no problem then.
