Unsafe Expression are not blocked

I am getting the security warning about "Unsafe Expression are not blocked"
when I open a Access DB. I have searched the help files about setting the
security to low, but my problem is that under the TOOL dropdown, I click
macro and there is no option about security as stated in the help files.

What am I doing wrong?

Right-click on the toolbar. Select customize. Select the Menu Bar. Then
select Reset.
