"Unplug or Eject Hardware" won't...

I have an external, firewire-connected hard drive. It is not in constant
use, so I've gotten into the habit of disconnecting and turning it off
when I don't need it. Makes things quieter...

All of a sudden, recently, the Unplug/Eject Hardware operation always
reports that the device cannot be stopped, try again later.

This is new behavior. There is nothing I'm aware of that should be
holding onto the drive. Any ideas on how to determine who's the guilty
party?

Found it. Norton Recycle Bin protection had somehow got enabled on one
of the partitions on the drive. Disabling that did the trick.
