Unmountable_boot_volume and can't figure how to run CHKDSK.EXE

Because it is a laptop and the internal CD is broken. With a DOS disk I can gain access to a USB CD, but there is no way to run setup, as I can't run WINNT.EXE because it cannot extact the files, because it can't see the NTFS C: drive. Copied chkdsk.exe to the floppy, but that locks up. Recovery console is not installled so I can't choose that at boot.

Am I screwed or what?

Do what you can then replace CD drive for the rest if necessary.
Power off
Desktop:...Open the case and reseat the hard drive IDE ribbon cable at
both ends.
Laptop:... simply remove and reinsert the hard drive.

Otherwise go to the website of the hard drive manufacturer and
download their hard drive diagnostics.

Do you have a hard drive overlay such as Max Blast?
Windows XP sometimes has issues with overlay software.
You may need to perform a Clean Installation without there overlay
software which is not needed anyway.

A new CD is $262 because it is a Compaq laptop. It is not my PC, I am a computer consultant and it is my customers. I already did all the research on the errors. I don't need any info about the errors.

I do need a way to run Setup from a USB CD so I can get the recovery console, a way to see the C: drive that does not cost $120 like NTFSDOS, or a way to run the chkdsk from a floppy. I am pretty sure it won't run from the floppy because of the "Incorrect DOS error" type of thing. It just locks up on a 98 boot disk.
