I know I can create a Taskpad view to reset the password,
but is there a way to create one to unlock an account
that has been locked out? Or is there a more secure way
to allow a site admin to unlock locked out accounts
besides giving him access to the ad users and computer
mgt snap in? thanks

Delegate to the site admin right to unlock accounts:

Also take a look at the Account Lockout and Management Tools:

Thanks for your reply Tomasz, I understand how to give
rights to the site admin to perform this procedure. What
I am looking for is a taskpad view or tool that will
allow the site admin to easily unlock locked out user
account (not change password). The account lockout and
mgt tools appear to only query accounts.

You can always try to create a script which will unlock accoounts and
create as a Taskbar script task with this script.
I don't tried this but I think it can be done .
Script for unlocking the account is realy simple and You will find a lot
of examples on the Internet.

Actually in my organization we have delegated this taks to operators and
we gave them a simple HTA application (HTML + VBScript) - using this
application they can reset the passwords, unlock accounts and some do
some other account management related tasks.
