unlinked files

the report on my Web in FrontPage 2002 lists "unlinked
files" and describes them as being "files in the current
Web that cannot be reached by starting from your
homepage".

Does this mean that they are files that are unlinked
anywhere in the Web, or simply that their link does not
appear on the homepage but may appear elsewhere
throughout the Web?

In the latter case, why is that important?

It could mean either.
It's there as another way to check for "forgotten"
files

It's the latter case. It's just there as an "idiot check" in case you
meant to have the link on your home page.
