Unknown program keeps trying to connect to Internet

My computer's security program keeps reporting that somehing called
"Windows Genuine Advantage Notification" is trying to connect to the
Internet.

Should I press the "Allow" or "Block" button?

The 'application' is identified by my security program as "wgaTray.exe".
