Uninstalled MS office ultimate 2007, reinstalled - Outlook still f

Outlook 2007 in Vista will not open. It processes for 10 seconds and then
stops after attempting to open it.
Exasperating and Frustrating.
How do I make this newish software work?

Does it work in Outlook Safe Mode?
Start-> type; outlook.exe /safe
(note the space in the command)
