Well you have a serious problem, try to start in Safe Mode and try the
uninstall of Norton.
I think you may be infected by some malwares or Viruses, try to scan from
another vendor online scanners and see if your computer clean or not.
Try the scan in both safe Mode and Normal Mode.
For malwares try this software:
http://www.safer-networking.org for Spybot S&D.

Clean up the Temporary internet files and Run Disk CleanUp on your Drive.
Let us know.

Okay Ave,
Restart the Computer then Press or Tap the F8 untill you get the Boot Up
Options one of them Safe Mode, last good configuration, Network with command
or Normal Mode.
Select safe Mode and Hit Enter.
In Safe Mode Double click My Computer to open it, there you will see your
partitions (C:|, D:\) right click on (C:\) and select Properties.
On properties under General tab click Disk CleanUp and be sure all check
boxes are checked and click [OK] to start clean up.

Open your Windows Explorer by clicking on Start >> All Programs >>
Accessories>> Windows Explorer.
Locate this path:
C:\Windows\Temp\Temporary Internet Files\DFXWZA (something like this not
exact) Delete all Sub-folders under Temporary Internet Files by Pressing
SHIFT + DELETE on your Keyboard.
Then Press these set of Keys ALT+DEL+CTRL and see which process is taking
the CPU usage (100%) like Isass.exe, Crss.exe or similar and post them here
in your next post.
HTH.
