You can never ask an operating system to uninstall itself.  Think about it! How would it continue the uninstall process as it uninstalled itself.  No OS will commit suicide on command.
What problems are you having with XP?  Perhaps they're fixable?
If not, you need to install another operating system.  Back up your files first.

Greetings --

The normal way to "uninstall" _any_ operating system is to format
the hard drive and install a new OS of your choice.

However, if you performed an upgrade from Win98/Me, elected to
backup the old system files, and didn't convert the partition to NTFS,
then all you need do is boot into Safe Mode and Start > Control Panel
Add/Remove Programs. All of these conditions _must_ be met for the
uninstall option to be available.

That will be present if

You upgraded from 98 or ME (but not NT or 2000)
and
You took up the offer to save system files of the old system
and
You have not since converted any hard drive partition to NTFS

Otherwise you have to clean the drive off (probably from a Win98/ME
start up floppy using FDISK to 'delete non-DOS partition' if you
converted to NTFS, and certainly with FORMAT C:
